Ruto's 50 CAS Nominees After Parliament declines to vet them

President William Ruto has officially appointed all 50 nominees for various offices of Chief Administrative Secretary (CAS).

While the 51 CAS nominees were scheduled to be vetted, State House spokeswoman Hussein Mohamed stated the Speaker of the National Assembly returned the matter back to the Head of State, citing the August House's lack of constitutional jurisdiction to vet the CAS nominees.

 

"The commitment to respect, uphold, and defend the Constitution enjoins the House to desist from adopting and discharging a role that has not been expressly assigned by the Constitution or written law," the Speaker writes to the President. In this sense, the National Assembly is unable to screen nominations because there is no specific constitutional or statutory need for it to do so."

 

After the Speaker of the National Assembly's referral, which determined that there is no constitutional or statutory basis for the August House to vet the nominees, the President of State has effectively appointed the nominees to various Ministries as previously notified.

 

“To facilitate the ascension of the Chief Administrative Secretaries to Office, the State Appointees are now scheduled to subscribe to their solemn Oath of Office,” said the State House spokesperson in a press release issued Wednesday night.
