The Kenya Rural Roads Authority (KeRRA) is undergoing a leadership transition following the resignation of its Director General, Eng. Philemon Kandie. The announcement was made by KeRRA Board Chairperson Anthony Ng’ang’a Mwaura, who confirmed that Kandie tendered his resignation on Friday, July 11, 2025.

Eng. Kandie, who was appointed to the role in April 2022 on a five-year contract, stated in his resignation letter that he would proceed on his 45-day annual leave beginning July 14, 2025. His final day in office will be October 10, 2025.

In the interim, Eng. Jackson K. Magondu, the Authority’s Director of Planning, Design, and Environment, has been appointed to serve as Director General in an acting capacity. This appointment, made in consultation with the Ministry of Roads and Transport, takes effect immediately.

“The Board of Directors would like to appreciate the outgoing Director General for his invaluable service and contribution to the Authority,” said Mwaura in an official statement.

Kandie’s resignation comes in the wake of a High Court petition filed by advocate Wahome Mucunu, who accused the outgoing Director General of misusing public funds to sponsor politically motivated protests that erupted across the country in June 2025. The petitioner alleged that Kandie, using KeRRA-linked contractors and shell companies, facilitated a campaign allegedly aligned with former Deputy President Rigathi Gachagua.

The petition claims the protests led to significant unrest, including destruction of property, disruption of public services, economic sabotage, and loss of life—actions that, according to Mucunu, amounted to criminal acts under the guise of political expression.

Despite the allegations, Kandie’s resignation letter emphasized his commitment to ensuring a smooth leadership transition. He expressed gratitude to the Board and KeRRA staff for their support throughout his tenure.

This development marks a significant moment for KeRRA as it navigates leadership changes amid heightened scrutiny and legal challenges.
