ICT Authority CEO Stanley Kamanguya Reinstated by Court Amid Ongoing Legal Dispute

Stanley Kamanguya has officially resumed duties as CEO of the ICT Authority following a court order overturning the Board’s decision to remove him from office. His return comes amid a still-pending court case challenging the procedural grounds on which his reappointment was revoked.

Kamanguya was removed on July 1 by the ICT Authority Board, which cited multiple procedural irregularities in the renewal of his contract. The same meeting appointed Zilpher Owiti as acting CEO, a decision that the court has now nullified.

Speaking after resuming office on Friday, Kamanguya urged for restraint and cooperation, calling on stakeholders to respect legal processes and avoid politicizing the matter.

“What we are hoping for is that all of us are subject to the law,” he said. “I am a committed and diligent public servant, and I believe the same of the board. We should work together for the good of this institution and the citizens we serve.”

The Board had challenged Kamanguya’s reappointment, citing a range of issues—from late submission of his renewal application to alleged procedural flaws in the March 6, 2025 board meeting that approved it. Among the Board’s claims were that:

  • His application was submitted past the six-month deadline stipulated in public service rules.
  • The board meeting that endorsed his reappointment was unlawfully reconvened.
  • He prepared his own reappointment documents instead of undergoing a formal performance evaluation by an independent committee.
  • The reappointment resolution was signed by a sessional chairperson, raising questions about its legality.

In response, Kamanguya filed a petition asserting that his reappointment had followed due process and had received endorsement from the Cabinet Secretary for ICT and the Digital Economy. He maintained that the Board’s actions amounted to interference and a breach of lawful procedure.

As legal proceedings continue, Kamanguya has reiterated his commitment to advancing Kenya’s digital transformation and emphasized the importance of unity within the Authority’s leadership to achieve national goals.
