NPS Affirms Commitment to Gender Equality, Distances Itself from Officer’s Remarks on Female Recruitment

The National Police Service (NPS) has publicly distanced itself from remarks made by a junior officer suggesting a reduction in the recruitment of female police officers. The controversial comments, made by Nyahururu Officer Commanding Station (OCS) Isaac Kimutus during the 23rd Jukwaa La Usalama Forum in Laikipia County, sparked widespread criticism after circulating on social media.

In an official statement issued on Saturday, the NPS described the officer’s views as personal, inappropriate, and not reflective of the Service’s official position or recruitment policy. NPS spokesperson Muchiri Nyaga emphasized that women remain vital to policing and national security efforts, both locally and internationally.

“The officer’s remarks were personal and do not represent the views of the National Police Service or the Government of Kenya,” the statement read. “Women officers continue to play a critical role in law enforcement, service delivery, and peacekeeping missions abroad—roles earned through merit and professionalism.”

Kimutus had claimed that female officers under his command struggled during recent Gen Z protests, alleging that he had to instruct them to remain at the station due to the physical demands of the operation. His comments included controversial suggestions to reduce female recruitment to 20 percent.

Interior Cabinet Secretary Kipchumba Murkomen and Inspector General of Police Douglas Kanja, who were present at the forum, dismissed the remarks. CS Murkomen acknowledged that the officer’s comments were poorly articulated, stating, “He did not know how to package his words,” while reiterating that women should not be disrespected or stereotyped.

IG Kanja reinforced the Service’s commitment to gender sensitivity and constitutional mandates, affirming that future recruitment will continue to observe the one-third gender rule as outlined in Kenya’s laws.

The NPS concluded its statement by celebrating the accomplishments of Kenyan women in uniform and reaffirming its dedication to inclusive recruitment practices.
