Chief Justice Martha Koome has officiated the swearing-in of Francis Meja as Chairperson of the Public Service Commission (PSC), alongside new members of the Kenya Law Reform Commission and a member of the National Heroes’ Council.
Leadership Appointments
During the ceremony, Emmanuel Mumia, Catherine Ochanda, and Walter Ochieng Khobe were sworn in as commissioners of the Kenya Law Reform Commission, while Charfano Guyo Mokku took the oath as a member of the National Heroes’ Council.
Upholding Constitutional Values
Koome emphasized the PSC’s mandate to make government “a model employer” by promoting merit, transparency, fairness, and integrity in public service.
“The Commission shoulders the duty of actualising Article 234 of the Constitution that is, embedding constitutional values across the public service, strengthening institutional efficiency, and advancing professional excellence,” she said.
Regarding the Kenya Law Reform Commission, Koome noted its critical role in aligning statutes with constitutional requirements, urging proactive and evidence-based law reform. She highlighted the need to review and amend statutory provisions declared unconstitutional by the courts.
“Prompt legislative action to amend or repeal unconstitutional laws is necessary to safeguard the rule of law,” she added.
For the National Heroes’ Council, Koome encouraged recognition not only of prominent figures but also ordinary Kenyans whose contributions strengthen communities.
“By identifying, recognising, and honouring our heroes, you shape our collective memory and affirm the values that define us,” she said.
These appointments aim to reinforce constitutional governance, enhance public service delivery, and ensure legislative frameworks remain responsive to Kenya’s evolving social, economic, and governance needs.
