A Dutch national, identified as Elwin Ter Horst, has publicly apologized after a viral video captured him verbally abusing and spitting at a police officer in Diani, Kwale County. Horst claims that he was unwell and suffering from psychosis at the time of the incident.

In a video shared widely online, Horst is seen being escorted by officers to a waiting car. Speaking in a remorseful tone, he said he did not intend to offend anyone and appealed for forgiveness from Kenyans.

“Apologies, I have psychosis, and I need my medicine. I did not have water or food for a long time. People of Kenya, my name is Mufasa. I call on your help. I want to stay here, invest, and do business in this country. My apologies that I was shouting,” he said.

According to police reports, Horst was arrested on Tuesday, October 28, 2025, at Boma Banda Cottage along Beach Road in Diani. Authorities say the arrest followed multiple complaints that he had caused a disturbance, destroyed property, and assaulted his girlfriend, identified as Angela Atieno Onduru.

Faces Multiple Charges Including Drug Trafficking

Msambweni OCPD Robinson Langat confirmed that officers from Diani Police Station, led by the OCS, responded promptly after receiving reports from residents.

“Police officers from Diani Police Station, under the command of the OCS, rushed to the scene and found that the caretaker and guards had rescued the girlfriend and taken her to hospital. The suspect had locked himself inside his room,” Langat said.

After lengthy negotiations, Horst eventually opened the door and was taken into custody. He has since been charged with several offences, including trafficking narcotic drugs, assault, malicious damage to property, creating a disturbance, and being unlawfully present in Kenya.

OCPD Langat reminded foreign visitors that Kenya’s laws apply equally to all individuals, regardless of nationality or status.

“All visitors coming to Kenya, whether for tourism or business, must respect the laws of the country. Any form of abuse or misconduct will lead to prosecution and deportation,” he warned.

Authorities have urged the public to remain calm as investigations continue into the incident, which has sparked a wider discussion on mental health awareness and law enforcement interactions with foreign nationals in Kenya.
