A former Conservative councillor has admitted to a shocking catalogue of sexual offences against his ex-wife, bringing to light one of the most disturbing abuse cases in recent years.

Guilty Pleas to 48 Offences

Philip Young, 49, who served as a Swindon borough councillor in Wiltshire between 2007 and 2010, pleaded guilty to 48 offences committed against his former wife, Joanne Young, between 2010 and 2024.

The charges include:

  • 11 counts of rape
  • Seven counts of sexual assault by penetration
  • Four counts of sexual touching
  • 11 counts of administering a substance with intent to stupefy or overpower
  • 14 counts of voyeurism
  • Publishing obscene articles

Some of the offences were allegedly committed jointly with other men. One voyeurism charge alone covered at least 200 occasions, while Young admitted publishing non-consensual intimate images of his ex-wife on more than 500 occasions.

Joanne Young, who divorced him after his arrest in 2024, waived her legal right to anonymity and attended court supported by her sister and a witness support officer.

Other Defendants

Young appeared in the dock alongside five other men accused of sexual offences against Ms Young:

  • Norman Macksoni, 47, pleaded not guilty to rape and possession of extreme images.
  • Conner Sanderson Doyle, 31, denied sexual assault by penetration and sexual touching.
  • Richard Wilkins, 61, denied rape and assault by penetration.
  • Mohammed Hassan, 37, pleaded not guilty to sexual touching.
  • Dean Hamilton, 47, has yet to enter pleas to rape, sexual assault by penetration, and sexual touching.

All five men were released ahead of a trial scheduled to begin on 5 October, expected to last up to six weeks.

Police and Prosecution Statements

James Foster, specialist Crown Prosecution Service prosecutor, said:

“Philip Young has pleaded guilty to 48 serious sexual offences committed against his former wife, Joanne Young. We worked closely with Wiltshire Police to build a thorough and compelling case that resulted in him pleading guilty to dozens of offences today.”

Detective Superintendent Geoff Smith of Wiltshire Police praised Joanne Young’s courage:

“Today’s hearing is a significant landmark, which has seen Philip Young admit to dozens of serious sexual offences against Joanne Young. I’d like to pay tribute to Jo for her incredible bravery throughout this process. She continues to be supported by specially trained officers.”

Appeal for Information

Wiltshire Police also issued an appeal to identify another suspect linked to the case. The man is described as:

  • Large build
  • Scarring on the back of his head
  • Prominent lips
  • Hairy body
  • Balding with short or shaved hair
  • Distinctive tattoo on the left side of his chest

Images released by police were taken between April and May 2022. Authorities urged the public to share the appeal widely to assist in tracing the suspect.
