The Government of Rwanda has signed a three-year Memorandum of Understanding (MOU) with Anthropic, an American artificial intelligence company specializing in safety and research, marking the firm’s first multi-sector partnership on the African continent.

Expanding AI in Public Services

Announced on Tuesday, the agreement will formalize and expand cooperation in deploying AI across Rwanda’s education, health, and public sector systems.

Under the partnership, Anthropic will support Rwanda’s national health goals, including efforts to eliminate cervical cancer, reduce malaria, and lower maternal mortality rates.

The company will also provide Rwanda with training, capacity building, API credits, and integration of its products Claude and Claude Code into public sector systems.

Education and AI Literacy

Educators across Rwanda will receive 2,000 Claude Pro licenses, alongside the deployment of a Claude-powered AI learning companion. Public servants will also undergo AI literacy training, strengthening Rwanda’s digital capacity.

This builds on a November 2025 agreement that introduced Chidi, an AI learning companion built on Claude, into Rwanda’s national education system. The tool is also being deployed continent-wide through ALX technology training programs.

Statements from Leaders

Elizabeth Kelly, Head of Beneficial Deployments at Anthropic, said the partnership would expand safe and independent AI use:

“AI can be used safely and independently by teachers, health workers, and public servants throughout Rwanda.”

Paula Ingabire, Rwanda’s Minister of ICT and Innovation, emphasized the national vision:

“Our goal is to continue to design and deploy AI solutions that can be applied at a national level to strengthen education, advance health outcomes, and enhance governance with an emphasis on our context.”
