Former Public Service Cabinet Secretary Justin Muturi has called for the arrest of Health Cabinet Secretary Aden Duale, accusing him of presiding over massive irregularities in the healthcare sector.
Speaking in Kiambu on Friday, September 26, 2025, during an opposition tour following his attendance at Martha Karua’s party delegation, Muturi cited the “ghost hospitals” scandal as a glaring example of government mismanagement under President William Ruto.
Muturi alleged that billions of shillings allocated to the Social Health Authority (SHA) have been lost through fraudulent payments to non-existent hospitals and fictitious patients, leaving citizens—particularly in counties like Mandera and Wajir—without access to essential medical services.
“Every day you see this thing called SHA paying money until over ten billion shillings disappeared. Reports show small hospitals receiving huge sums, yet no one has been treated,” Muturi said.
He demanded that Duale personally appear before the Directorate of Criminal Investigations to explain who authorised the establishment of ghost facilities and the release of funds for patients who never existed.
Muturi also linked the scandal to a wider pattern of government failure, referencing a recent Auditor-General’s report that exposed ghost schools in the education sector. According to the report, about 50,000 non-existent students were allocated Ksh16,000 each annually—totaling more than Ksh800 million—yet no officials have been held accountable.
Accusing the Ruto administration of shielding those involved in the financial scandals, Muturi said such unchecked corruption is a compelling reason why the president should not be re-elected.
“This is why I say Ruto must go. Billions are vanishing through ghost hospitals and ghost schools, and yet nobody has been taken to court. Kenyans deserve accountability,” he declared.
