National Assembly Minority Leader and Suna East MP, Junet Mohamed, has revealed that parliament is targeting an increase in devolution allocations to Ksh.450 billion. The move aligns with the late Raila Odinga’s push for enhanced resource allocation to counties and forms part of the implementation of the “10-point agenda.”
The “10-point agenda,” a political accord signed by President William Ruto and the late Mr. Odinga on March 7, 2025, was designed to address Kenya’s socio-economic and political challenges. Speaking in Mombasa during the Orange Democratic Movement’s (ODM) 20th anniversary celebrations, Junet highlighted that through parliamentary negotiations, the devolution budget was raised from Ksh.385 billion to Ksh.415 billion in the last budget cycle.
Treasury Cabinet Secretary John Mbadi confirmed that the devolution budget for the 2025/26 fiscal year stands at Ksh.405.1 billion. Junet emphasized that this increase reflects efforts to honor Raila Odinga’s vision of strengthening devolution and ensuring that more resources reach local communities.
He also noted that other elements of the agreement are being implemented, including upholding constitutionalism, with approximately 50 percent of the ODM-UDA deal already realized. “Since the signing of this agreement, we have seen adherence to the constitution, with no reports of abduction or violations, which reinforces our commitment to implement constitutionalism,” Junet stated.
The 10-point agenda seeks to streamline key national initiatives, including implementing the National Dialogue Committee (NADCO) report, promoting inclusivity, strengthening devolution, combating corruption, and addressing national debt. The accord, facilitated through the broad-based partnership between ODM and UDA, is viewed as a pathway to achieving Kenya’s transformative development agenda.
