Geoffrey Mosiria Breaks Silence After Sacking, Alleges ‘Rot’ at Nairobi City Hall
Former Nairobi County Chief Officer Geoffrey Mosiria has accused Governor Johnson Sakaja’s administration of sidelining him, frustrating service delivery and raising concerns over public procurement, days after his dismissal. His claims have reignited questions about accountability, budget management and internal power struggles at City Hall.

The political fallout at Nairobi City Hall has intensified following the dismissal of outspoken county official Geoffrey Mosiria, who has vowed to speak out about what he describes as deep-rooted problems within the county government.
Mosiria was removed from his position as Chief Officer for Public Participation, Citizen Engagement and Customer Service on Wednesday, October 21, 2026, in an administrative reshuffle announced by Nairobi Governor Johnson Sakaja’s administration.
His departure came days after he publicly expressed interest in challenging Sakaja for the Nairobi governorship in the 2027 General Election, setting the stage for a potentially consequential political confrontation.
Following his dismissal, Mosiria turned his attention to his experience within the county administration, alleging that his responsibilities had been curtailed, his budget reduced and his ability to serve Nairobi residents undermined over an extended period.
The allegations have placed fresh scrutiny on the relationship between county leadership, public officers and the management of public resources.
Mosiria Alleges Procurement Pressure and Budget Cuts
In his account of the fallout, Mosiria claimed that his troubles began in December 2023, when he allegedly lost his responsibilities as an accounting officer in the Health Department.
He further alleged that the budget for his former health docket was reduced from KSh1.2 billion to KSh100 million, significantly limiting his capacity to carry out his duties.
Mosiria linked the changes to his alleged refusal to facilitate direct procurement arrangements that he claimed would favour individuals close to the governor and certain contractors.
These are serious allegations concerning the use of public funds and procurement processes. However, the claims have not been independently established, and no finding of wrongdoing against Sakaja or the individuals allegedly involved is established by the reporting cited here.
The county’s notice announcing the latest administrative changes did not provide a specific explanation for Mosiria’s removal.
The allegations therefore raise questions that would require documentary evidence, procurement records and responses from the county government to resolve.
‘The Rot at City Hall’ - A Promise to Speak Out
Before his dismissal, Mosiria had publicly threatened to expose what he described as the “rot” within City Hall, accusing unnamed individuals of attempting to intimidate or silence him.
His remarks attracted attention because he was still serving within the same administration he was criticising.
The former chief officer has argued that his experience in county government exposed administrative challenges that he believes have affected service delivery and the ability of public officers to perform their responsibilities.
His criticism has also extended to what he describes as internal frustrations and the treatment of officials who raise concerns about the administration.
However, while his statements have intensified public debate, the specific allegations must be distinguished from verified findings. Any evidence of corruption, procurement irregularities or abuse of office would need to be examined by the relevant oversight and investigative bodies.
For Nairobi residents, the central issue is whether the claims will lead to verifiable evidence and meaningful accountability rather than remain part of an increasingly public political dispute.
A Fallout That Predates His Dismissal
Mosiria’s departure followed years of reported disagreements over his responsibilities and role within the county administration.
He was appointed Chief Officer for Health following the 2022 General Election, later moved to the Environment docket in 2024, and subsequently transferred to Public Participation, Citizen Engagement and Customer Service in November 2025.
In interviews before his dismissal, Mosiria said the strained relationship with Sakaja stemmed from disagreements over public funds, administrative decisions and service delivery.
He also claimed that he had been sidelined and that attempts to address his concerns had not produced satisfactory results.
His dismissal on October 21 formalised a separation that he says had effectively begun years earlier.
The timing has attracted further political attention because it followed his declaration of interest in the 2027 Nairobi gubernatorial race. Nevertheless, the official reshuffle notice did not explicitly state that his political ambitions were the reason for his removal.
Sakaja’s Administration Faces Questions
The controversy places Governor Sakaja’s administration under renewed public scrutiny, particularly over how it handles internal disagreements, procurement decisions and concerns raised by serving officials.
The county government has the opportunity to respond to Mosiria’s allegations and clarify the decisions surrounding his responsibilities, budget allocations and eventual removal.
Independent scrutiny would also help establish whether the procurement concerns he has raised are supported by evidence.
Oversight institutions, including the Office of the Auditor-General, the Ethics and Anti-Corruption Commission and other relevant authorities, have distinct mandates for examining public expenditure, suspected corruption and compliance with procurement laws.
Any formal investigation would need to establish the facts, identify the individuals responsible for any irregularities and allow those implicated an opportunity to respond.
The matter also raises a wider governance question: what protections and reporting channels are available to public officers who believe they are being pressured to act improperly?
Mosiria Signals He Will Remain Politically Active
Mosiria’s removal has not ended his involvement in Nairobi’s political affairs.
On Friday, October 23, he floated the idea of establishing an alternative opposition county government to scrutinise the outgoing administration.
The proposal suggests he intends to remain active in public debate and position himself as a critic of the county leadership, even without an official role in the administration.
His political ambitions could also make him a more prominent figure ahead of the 2027 gubernatorial contest.
Whether his allegations translate into formal complaints, documented disclosures or investigations remains to be seen.
Nairobi Residents Await Answers
For residents of Nairobi, the controversy goes beyond the relationship between two political figures.
Questions about procurement, budget management and public service delivery directly concern how county resources are spent and whether essential services meet residents’ needs.
Mosiria’s claims have put these issues back in the spotlight. But allegations alone cannot establish corruption or misconduct.
The next critical step is transparency: the release of relevant records, a substantive response from the county administration and independent examination of any evidence presented.
As the political contest ahead of the 2027 elections begins to take shape, the dispute at City Hall is likely to remain a subject of public interest.
