Kenya Set to Receive Ksh.51.8 Billion World Bank Emergency Financing

NAIROBI, Kenya — Kenya is expected to access approximately Ksh.51.8 billion ($400 million) in emergency financing from the World Bank to help cushion the economy against risks linked to El Niño, a potential Ebola outbreak in the region and elevated energy prices.
The funding is expected to become available within six weeks, according to a source familiar with the matter cited by Reuters.
Kenya is seeking the financing through the World Bank’s Rapid Response Option (RRO), an emergency mechanism designed to allow eligible countries to quickly redirect or access financing when they face major economic, health or climate-related crises.
World Bank Finalising Emergency Financing Framework
A World Bank spokesperson said the lender is working with Kenya to finalise a framework that will enable the country to access rapid financing when an eligible crisis or emergency occurs.
The framework could cover risks associated with El Niño, developments linked to the conflict in the Middle East and other emergencies that could have a significant impact on Kenya’s economy.
Kenya initially sought emergency support after the escalation of the Iran conflict in February pushed global crude oil prices sharply higher, increasing pressure on the country’s import bill and government finances.
However, the potential risks covered by the financing have since expanded beyond energy costs.
Funding to Support Health, Agriculture and Water
The proposed financing would provide Kenya with additional resources to respond to a range of emergencies.
Part of the funds could help strengthen the health sector in response to the risk of an Ebola outbreak in the region. The financing would also support efforts to mitigate the effects of El Niño on agriculture and water resources, sectors that are particularly vulnerable to extreme weather conditions.
The funding could additionally help cushion households, businesses and government finances from the broader economic effects of persistently high energy prices.
Kenya Could Access Up to 10% of Undisbursed World Bank Funding
Kenya currently has a World Bank project portfolio exceeding $7 billion (about Ksh.906.3 billion), with approximately $3 billion (Ksh.388.4 billion) already disbursed or committed.
Under the World Bank's emergency financing framework, eligible countries can typically access up to 10% of their undisbursed lending portfolio for an eligible crisis.
That mechanism could provide Kenya with roughly Ksh.51.8 billion, although the final amount will depend on the country’s undisbursed balance when the financing framework is completed.
Contingency Project to Unlock Funds
Kenya and the World Bank are currently finalising a Contingency Emergency Response Project, which will establish the terms and conditions governing access to the emergency financing.
The World Bank Board has already approved the projects supporting the Rapid Response Option. This means the funds can be released once the necessary contingency framework has been finalised.
The financing would provide additional fiscal support at a time when Kenya is facing increasing pressure from debt repayments and limited fiscal space.
Boost for Kenya's Fiscal Response Capacity
Kenya has been seeking additional financing options as rising debt-servicing costs continue to constrain government spending.
The World Bank's emergency financing could give the government greater flexibility to respond to sudden shocks without relying entirely on additional borrowing or reallocating funds from existing development programmes.
If approved and released as expected, the Ksh.51.8 billion facility would provide Kenya with an additional financial buffer against climate, health and energy-related risks while strengthening its ability to respond quickly to future emergencies.
