NAIROBI, Kenya — Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPDU) Deputy Secretary General Dr. Dennis Miskellah has been appointed to the Board of Trustees of the Local Authorities Provident Fund (LAPFUND) for a three-year term.
The appointment was announced in Gazette Notice No. 15978 dated October 9, 2026, by National Treasury Cabinet Secretary John Mbadi under the Local Authorities Provident Fund Act. It took effect on the same date and will run for three years.
Dr. Miskellah joins the board at a time when concerns have been raised over unremitted employer contributions to the retirement benefits scheme, with KMPDU Secretary General Dr. Davji Bhimji Atellah stating that county governments owe LAPFUND more than KSh 100 billion.
KMPDU calls for accountability and protection of workers’ savings
Congratulating Dr. Miskellah on his appointment, Dr. Atellah said the position presented an important opportunity to strengthen governance and ensure employers meet their statutory contribution obligations.
He described the reported arrears as a significant governance challenge, emphasising the need for diligent remittance and proper management of employees’ retirement savings.
Dr. Atellah expressed confidence that Miskellah would bring principled leadership to the board and help strengthen accountability in the administration of the fund.
He also wished the new trustee success in carrying out the responsibilities of the national assignment on behalf of KMPDU.
County contribution arrears raise concerns
The reported KSh 100 billion in outstanding contributions highlights the financial and governance challenges facing retirement benefit schemes when employers fail to remit deductions and contributions as required.
Unremitted contributions can affect the timely administration of retirement benefits and raise questions about how public employers manage obligations owed to workers.
The figure cited by KMPDU Secretary General Dr. Atellah underscores the importance of verifying outstanding balances, establishing repayment arrangements and ensuring contributions are transferred to the fund within the required timelines.
Dr. Miskellah’s appointment comes with expectations that the board will maintain effective oversight of contributions and protect the interests of members whose savings support their retirement security.
Second appointment announced
The same Gazette Notice also announced the appointment of Kevin Owango Onyango to the LAPFUND Board of Trustees under paragraph (c) of the Local Authorities Provident Fund Act. Dr. Miskellah was appointed under paragraph (d).
Both appointments took effect on October 9, 2026, for a period of three years.
LAPFUND provides retirement benefits to employees of county governments and other participating employers. Its effective management is important to ensuring members’ contributions are properly accounted for and benefits are administered in accordance with the applicable legal framework.
As the new trustees begin their terms, attention will remain on the fund’s governance, employer compliance and measures to address the reported contribution arrears.
